This parameter measures the number of active users. While there's nothing inherently wrong with a particular number of users, it is important to note heavy fluctuations in end user connections and activity. A database with 50 active users behaves much differently than one with 5000. Knowing when these big spikes occur is advantageous for the DBA in order to tune various things within the database to help optimize performance.
